This is an unlicensed game developed by SINTAX for Game Boy Color. The game is based on the game The King of Fighters 2003. This is a standard fighting game which features 15 selectable characters, all of them apparently taken from the Fatal Fury Licensed Games: First Contact and King of Fighters R1 for Neo-Geo Pocket.
